Currently just tracktype is rendered, unlike excellent surface rendering for other road types.
At least for cycling surface tag is way more useful than tracktype that I would consider useful only as fallback if no surface tag is available.
tracktype is poorly defined compared to surface tag and less useful. main problem is that tracktype is more likely to be mistagged as it is deeply unintuitive and unclear.
And even with good tagging for cycling tractype=grade3 surface=sand is much worse that tracktype=grade4 surface=dirt.
For example https://www.openstreetmap.org/way/257032565#map=19/50.19252/21.99158 and https://www.openstreetmap.org/way/257032564#map=17/50.19030/21.99019 are currently rendered in exactly the same style what is not too useful.
Maybe rendering highway=track with the same rules as other roads would be a good idea, at least in the cycling variant of Elevate?

Maps for Poland are dated 2018-05-09 at https://www.openandromaps.org/en/downloads/europe .
I downloaded map into Orux (as Locus is described as deficient in some cases) and enabled extended road surface overlay.
I am unable to spot any differences in surface styling between road with surface=compacted and surface=sand – despite significant differences for both hiking (noticeable but relatively small difference) and cycling (massive difference). I attached screenshoot (cycling routes option is disabled to make comparison easier).
What went wrong?
