There are two ways:
– Use an Android emulator in Windows with the Android app of your choice.
Genymotion is very fast emulator, as it’s actually a VM running in VirtualBox.– Use a native Windows app that can read vector maps.

In latest version I added import of GeoJSON (points, lines, polygons).
Yes it’s in the schedule support for GPX too.For the offline routing (like Cruiser) I use the GraphHopper library.
You’ll need first to load an offline graph for the country / region you wish.

If you need anyone else, tell me.You’ll find 2 kinds of graphs for each region:
– The default ones with contraction hierarchies on (fast for cars)

AndroVM site goes to Genymotion.You can still run an Android emulator on Windows using Genymotion but there is an additional step or two.
1. Download and install the free version of Genymotion from https://www.genymotion.com/#!/download (you need to create an account). Choose the large download with Oracle VM included.
2. For update instructions on how to install Google Play services on your emulator, Google ‘Genymotion Google Play’.
2a. Alternatively, follow one or other of these instructions:

3. Restart the emulator (You may need to close it using the red cross in the normal Windows manner), sign in to Google and allow Google Play to update. This should clear the various error messages and crashes.
4. Download Locus Maps from the Google Play Store.It works for me.
There is another route using Oracle VM VirtualBox and using Android-x86 ISO outlined in the pages below, though I’ve not attempted it.
