It seems to me that despite what is written in the tag-mapping file here, amenity=“library“ does not appear in the maps.
For example: https://www.openstreetmap.org/search?query=52.21425%2C-0.91565 is not displaying as a public building on a simple test for building=“*“ amenity=“library“.
Maybe I’ve got something wrong.

amenity=“library“ is included but only as node.
I add „way“ in next update.
