In the Spanish region of Navarre every address has an emergency access point number. See https://es.wikipedia.org/wiki/Helpbidea – and all these points are mapped in OSM, for example https://www.openstreetmap.org/node/11137709931#map=19/42.853720/-1.099860
Consequently the tag emergency=access_point is used to excess in this region.
(The tag is treated as an alternative to highway=emergency_access_point in OAM.) These extra points all also have a tag operator=helpbidea.
It is hard to avoid confusion on the map! How should this best be dealt with? By modifying the tag transform process, or within themes?

Having just checked, 180,000 of the tag emergency=access_point are for Navarre out of a total of 195,000.

I’v taken a look at this.
Thats strange – these access points are no real emergancy gather points but fixed housnumbers that do not change when the official roadname or housnumbers are changing.
So, in my understanding an alternative ADDR:Housenumber protected from renaming games.

According to Wikipedia these alternative adresses are bound to buildings.
BUT in OSM these are tagged as seperate object and not connected to the objects in question.
.. maybe a quick and dirty import from an external database ..

There are so many in that region that my browser crashes.
If once these points are added to the buildings i could tagtransform/combine these number with the addr: field.

As it is now its IMO useless.

There is a different tag for emergency assembly points: https://wiki.openstreetmap.org/wiki/Tag:emergency%3Dassembly_point
In the English OSM wiki at least there is no suggestion that access points should be bound to a building: https://wiki.openstreetmap.org/wiki/Tag:emergency%3Daccess_point. The picture even shows the sign attached to a tree!

As a quick and dirty fix I suppose you could filter out the points that have operator=helpbidea which are useless for these maps.
