It appears on some major roads that are normally yellow after enabling „extended road surfaces“.

It appears to be unexplained in the Elevate map key pdf.

It’s the extended surface information – so white means paved/asphalt, brownish compacted etc., just as explained in the map key under „Cycleways and road surfaces“. The yellow/orange/etc. color is kept in dashes so that one can still see the importance of the road.
