Hi,
Some forests are actually mapped with leaf_type=deciduous, however this is not a documented value (it is a value for leaf_cycle), and it should not be equivalent to broad_leaved, in my opinion, as some deciduous trees actually have needled leaves, e.g. larches.

Yes it’s mapped incorrectly, but this error has its root probably in the old tagging of wood=*, which was a mix of leaf_cycle and leaf_type, and not the newer leaf_cycle. With this assumption it makes sense to leave it as equivalent.
